National land-use planning
The year 2021 was dominated by the completion of a whole range of “reviews”, spanning the National Agency for Territorial Cohesion (ANCT), territorial revitalisation operations (ORT), territorialisation of the Recovery Plan, the Rural Agenda, Action cœur de ville, and the State-Region plan contracts (2015-2020). Contractualisation at the sub-regional level now involves territorial contracts for recovery and ecological transition (CRTE) introduced in 2021. Although implementation of the Maisons France services network was fast-tracked in 2021, the issue of medical deserts has persisted. Although digitalisation is gaining ground, the “New Mobile Deal” has delivered rather mixed results. The rural revitalisation zones (ZRR) scheme has been extended until 31 December 2023, as have urban contracts, while the urban free zones will end in 2021. The “Avenir Montagnes” plan aspires to go beyond the “all-ski” model. Also noteworthy is the postponement of certain operations of the Grand Paris Express. The National Recovery and Resilience Plan and the 2021-2027 Stability Programme are France’s contribution towards actualising the European Recovery Plan. Aid from the Overseas Territorial Continuity Fund is growing and support contracts for financially challenged overseas municipalities are being rolled out. On the EU side, the Commission has adopted its new guidelines on regional aid (AFR) for the period 2022-2027. Another highlight is the new EU funding programme for the period 2021-2027.
