Julia NDIBNU-MESSINA ETHE is a university professor and visiting professor at the Francophone Mobility Chair at the University of Ottawa and the University of Rwanda. From 2019 to 2023, she served as a member of the IFADEM expert group. She is also an associate researcher at CERDOTOLA and CEREFREA.
