European Union law is governed by the concept and the discourse of the Economic Constitution of Europe. A new reference was introduced by the Lisbon Treaty, namely the Freedom, Security, and Justice that the Union should offer its citizens. What are we to make of this reference? Is Union law adapted to this objective? And what, if any, may be the contribution of EU Citizenship law to the legal doctrines and the constitutional discourse of the European Union?
