English

As guarantor of the identity of the State in France, the Council of State seems to occupy a central position which leads it to monitor the current process of transformation of the state. This central position illustrates the complex equilibrium established between a state construction of which the Council is a keystone and a political logic resulting from democratic mechanisms.
