In addition to presenting a ‘photograph’ of the members of the Council of State, this study aims to evaluate the importance of social factors in the access to a senior civil service and in the career choice of its members. While the largely predetermined social profile of the members proves to be rather homogeneous, their professional choices tend to be varied and are rarely affected by their mode of recruitment, their training or their social background.
