The Vice-President of the Council of State is not a member of the government. Asking whether he should be considered as the minister of the Administrative Court helps highlight the importance of his function, and sketch out the 'power’ of the vice-presidency. This power comes less from the legal competencies the vice-president has vis-à-vis the Administrative Court than from the authority conferred upon him by the position of the Council of State within the state structure and from his own position within the institution.
